Janani Suraksha Yojana – 2,67,259 Beneficiaries in 2013
In 2013-14 (till September), 2,67,259 beneficiaries have received payment in Janani Surakshya Yojana across the State. Janani Suraksha Yojana (JSY) is a safe motherhood intervention under the National Rural Health Mission (NRHM) being implemented with the objective of reducing maternal and neo-natal mortality by promoting institutional delivery among the poor pregnant women.
JSY was implemented in Odisha in June 2006. Both the women and the ASHAs are given cash assistance for ensuring a safe institutional delivery. This scheme is presently implemented in all government facilities and accredited private institutions. Only those institutions which have been duly accredited by the district authorities will come within the purview of JSY under NRHM.
A pregnant woman choosing to deliver in an accredited private health institution will have to produce a genuine BPL or SC/ST certificate in order to access JSY benefits. JSY integrates cash assistance with delivery and post-delivery Care. Each beneficiary registered under this Yojana should have a JSY card along with a MCP card.
All mothers irrespective of age, birth order, or income group (BPL & APL) will get financial assistance in one go at the time of delivery in any government institutions. And, ASHA will get the incentive for promoting the same. In case of home delivery, the benefit will be given only to BPL people.
In rural area, mother’s package is Rs. 1400 and Asha package is Rs. 600 per delivery. Asha package has been further categorised into antenatal component and facilitating institutional delivery. Out of this, Asha package of Rs. 600, Rs. 300 is for antenatal component and Rs. 300 is for facilitating institutional delivery.
In urban area, mother’s package is Rs. 1000 and Asha package is Rs. 400 per delivery. Out of this, Asha package of Rs. 400, Rs. 200 is for antenatal component and Rs. 200 is for facilitating institutional delivery. For home delivery, mother’s (she must belong to BPL) package is Rs. 500. The payment to the JSY beneficiary is made either by Account Payee cheque or by Direct Bank Transfer only. No cash payment or bearer cheque payment is allowed at present.
It may be mentioned here that, 26,407 beneficiaries had received payment in JSY throughout the State in 2005-06. Other years included 2,27,204 beneficiaries in 2006-07, 4,90,657 in 2007-08, 5,06,879 in 2008-09, 5,87,158 in 2009-10, 5,33,372 in 2010-11, 6,34,466 in 2011-12 and 5,47,648 in 2012-13.
