The chargesheet says the encounter was a joint operation between Gujarat police and the Subsidiary Intelligence Bureau (SIB). The encounter in which Ishrat and her friends were killed nine years ago in 2004 was fake.

The CBI claimed that Ishrat Jahan was not a terrorist, but she along with three others was killed in a fake encounter on the outskirts of Ahmedabad. The chargesheet said that Ishrat’s friends – Pranesh Pillai alias Javed Shaikh, Amjad Ali Rana and Zeeshan Johar – were allegedly planning attacks in Gujarat capital. However, Gujarat Chief Minister Narendra Modi was not their target. Pranesh was using Ishrat, who was a Mumbai college student, as a shield to escape. The three had link with Pakistan-based Lashkar-e-Taiba handler, Muzammil.

Earlier, the state police crime branch had identified as the terrorists who were planning to kill Modi. The CBI said that Ishrat and Pranesh had visited Gujarat for the second time to carry out the plan to attack in Ahmedabad.
