Kharavela’s Legacy Set for Grand Revival at Khandagiri-Udayagiri

TNI Bureau: The historic twin hills of Khandagiri and Udayagiri Caves may soon witness a major transformation as the Odisha government considers an ambitious proposal to develop the site into a world-class heritage and tourism destination dedicated to the legacy of Maha Megha Airya Kharavela.

The Departmentally Related Standing Committee-III has recommended a comprehensive redevelopment plan with an estimated investment of nearly ₹100 crore. At the heart of the proposal is the construction of a grand statue of Emperor Kharavela, envisioned as a symbol of Odisha’s rich cultural and historical heritage.

The committee has proposed several modern attractions and visitor-friendly facilities to elevate the tourism potential of the iconic site. These include a musical fountain, decorative illumination systems, and a walking park stretching from the foothills to the hilltop. Plans have also been suggested for an amphitheatre, an interpretation centre, and a permanent entrance gate to improve the overall experience for visitors and pilgrims alike.

Special emphasis has been placed on accessibility and inclusivity. The proposal recommends the installation of ramps and lift facilities to assist senior citizens and differently-abled tourists in accessing the hilltop caves and surrounding areas comfortably.

The twin hills, famous for their ancient Jain caves and inscriptions linked to Emperor Kharavela, are among Odisha’s most significant archaeological treasures. The proposed makeover aims to blend heritage conservation with modern tourism infrastructure while preserving the historical essence of the site.

However, the project is still at the recommendation stage. The Tourism Department has sought an Action Taken Report from different departments and agencies to assess the feasibility of the proposed works. Officials are expected to examine issues related to land acquisition, environmental clearances, and coordination with the Archaeological Survey of India before taking a final decision.

The department is likely to submit its final response to the Odisha Legislative Assembly by May 31, 2026. If approved, the redevelopment could mark one of the most significant heritage tourism initiatives undertaken in Odisha in recent years, giving a renewed identity to the legacy of Emperor Kharavela and the historic Khandagiri-Udayagiri complex.
