Bhubaneswar, 29th October, 2013: The Severe Cyclonic Storm “PHAILIN” that struck the State from 12th of October 2013 caused extensive devastation in 18 out of 30 districts in Odisha. The incessant rainfall on the effect of this cyclonic storm also caused severe floods in northern Odisha.
Before normalcy was restored, incessant rainfall from 21st October to 26th October 2013 due to the effect of low pressure triggered yet another crisis, creating flood situations in Rusikulya, Vansadhara, Baitarani, Budhabalanga, Subarnarekha and other rivers affecting 13 districts namely Ganjam, Gajapati, Puri, Nayagarh, Khordha, Cuttack, Jagatsinghpur, Kandhamal, Kendrapada, Jajpur, Bhadrak, Balasore and Mayurbhanj. Continued heavy rainfall also severely damaged houses of people and public infrastructure especially roads and embankments have been severely damaged.
Rural roads under 19 RW divisions are submerged and numerous breaches in these roads have destroyed rural connectivity. Many bridges and culverts have been damaged. It has been ascertained from RW divisions that, one rural road of 2 km length under Balasore –I RW division has been submerged.

59 nos. of rural roads of 73 km length under Balasore –II RW division have been submerged in which 2 breaches have occurred and 4 bridges and culverts are damaged. 2 rural roads of 4 km length under Jaleswar RW division have been submerged. 7 rural roads of 4 km length under Bhadrak- I RW division have been submerged. 4 rural roads of 7 km length under Bhadrak- II RW division have been submerged. 20 nos. of rural roads of 91 km length under Cuttack –I RW division have been submerged in which 2 breaches have occurred and 180 bridges and culverts are damaged. 13 nos. of rural roads of 100 km length under Gajapati RW division have been submerged in which 10 breaches have occurred.
51 nos. of rural roads of 300 km length under Ganjam –I RW division have been submerged in which 82 breaches have occurred and 506 bridges and culverts are damaged. 45 nos. of rural roads of 24 km length under Ganjam –II RW division have been submerged in which 95 breaches have occurred and 249 bridges and culverts are damaged. 60 rural roads of 50 km length under Jagatsinghpur RW division have been submerged.
76 nos. of rural roads of 174 km length under Jajpur –I RW division have been submerged in which 7 breaches have occurred and 19 bridges and culverts are damaged. 3 rural roads of 1 km length under Jajpur -II RW division have been submerged. 8 nos. of rural roads of 2 km length under Phulbani RW division have been submerged in which 3 breaches have occurred and 6 bridges and culverts are damaged. 8 nos. of rural roads of 11 km length under Kendrapara –I RW division have been submerged in which 20 breaches have occurred and 8 bridges and culverts are damaged. 4 nos. of rural roads of 8 km length under Kendrapara –II RW division have been submerged in which 22 breaches have occurred and 41 bridges and culverts are damaged.
86 nos. of rural roads of 268 km length under Bhubaneswar RW division have been submerged in which 40 breaches have occurred and 35 bridges and culverts are damaged. 3 rural roads of 5 km length under Baripada RW division have been submerged. 96 nos. of rural roads of 205 km length under Nayagarh RW division have been submerged in which 30 breaches have occurred and 11 bridges and culverts are damaged. 11 nos. of rural roads of 60 km length under Puri RW division have been submerged in which 11 breaches have occurred and 15 bridges and culverts are damaged.
In total, 557 nos. of rural roads of 1389 km length under 19 RW divisions of 13 affected districts have been submerged in which 329 breaches have occurred and 1094 bridges and culverts are damaged. An amount of Rs. 206 Crores 20 lakhs is required to undertake repair of these damaged rural roads and restore road connectivity.
