In another step forward towards ‘ease of doing business’ in Odisha Govt has decided to introduce a self certifying schemes for non-hazardous industries for enabling them to go ahead with setting up the units without the bottlenecks of too many inspections at the initial level.
This has been discussed in a high level meeting held under the Chairmanship of Chief Secretary Sri Aditya Prasad Padhi in Secretariat conference hall wherein Principal Secretary Labour & ESI Sri G. Srinivas presented the issues for discussion. Reviewing the progress made so far in the matter, Chief Secretary Sri Padhi advised the Labour & ESI department to expedite the process for notifying the self certification scheme. The department was also asked to further simplify the process of compliances to labor and factories Act as a step for facilitating setting up of more industrial units and creation of more jobs.
In the mean while, the department has introduced a number of reformative measures in this direction. Director Boiler & Factories Sri P C Das said that 12 services under Boiler & Factories Act have been notified under Odisha Right to Public Services Act,2012 out of which delivery of 9 important services have been put on line through e-biz portal. More powers have been delegated to field officers so that they can resolve the issues as and when they arise. The Rules have been amended to facilitate 5/10 years term license renewal.

The provisions of Third Party Inspection have been allowed under the Boiler Act, 1923. Voluntary compliance scheme under different labour laws have been introduced. The process and procedures for various inspections have been streamlined and simplified through the system of Central Inspection Coordination Group (CICG). Under this system the inspectors of various departments will have a common programme of inspection so that different aspects will be inspected on the same day and the frequency of inspections can be reduced. The department has already achieved 96 tasks points out of 97 points specified for ease of doing business. The other remaining point will be complied soon said the Director Boiler & Factories.
It may be pertinent to mention here that earlier Govt had notified around 60 industrial units under green category thereby exempting them from the burdens of complying with pollution norms. Progressive industrial policy, MS&ME policy, handloom, handicraft and tourism promotion policies have been put in place. Many of the basic services and compliances required for setting up the industrial and business units have been made available on line. E-biz portal have been made operational. With all these the State is now striving to scale up its position among the Indian States in Ease of Doing Business.
The Development Commissioner Sri R. Balakrishnan, Principal Secretary Industry Sri Sanjeeb Chopra, Principal Secretary Law Sri Bibhu Prasad Routray along with senior officers from concerned departments participated in the deliberations.
