The panchayat representives feared for their lives in the wake of the threats issued by the militants. They blamed the state government for failing to protect them.

Panchayat members in Kashmir have been demanding adequate security since the attacks took place on them last year. However, the Umar Abdullah government has miserably failed to address their concerns.
