Sujata Rout Joins BJD; Naveen to lead in 2029 Polls

TNI Bureau: Former IAS officer Sujata Rout Karthikeyan, one of Odisha’s most prominent bureaucrats and the wife of former IAS officer-turned-politician VK Pandian, has formally joined the Biju Janata Dal (BJD), marking a significant development in the state’s political landscape. Former CM and BJD President Naveen Patnaik inducted him into the party in the presence of hundreds of senior leaders and prominent office-bearers.

“I welcome Sujata Rout to the Biju Janata Dal. She will work as a simple member of the party. As an IAS officer, she held various positions in the government in the past and worked dedicatedly,” said Naveen.

“I will be leading the BJD in the next election,” said Naveen Patnaik, putting the “heir” speculations into rest.

After joining the party, Sujata Rout said that she will continue to serve the people of Odisha with utmost dedication, with the blessings and support of Mahaprabhu Jagannatha, lakhs of workers of BJD and public. She also expressed her gratitude to Naveen Patnaik for reposing trust in her. While several leaders were present at the occasion, senior leaders Pranab Prakash Das, Badri Narayan Patra, Prasanna Acharya, Ranendra Pratap Swain, Latika Pradhan, Bikram Keshari Arukha, Bhupinder Singh and Pradeep Majhi skipped the event.

Sujata’s induction comes amid months of speculation over her political future. Several senior BJD leaders had openly advocated her entry into the party, arguing that her vast administrative experience and understanding of governance would strengthen the organisation as it seeks to reinvent itself in the Opposition after losing power in 2024.

A 2000-batch Odisha cadre IAS officer, Sujata Karthikeyan took voluntary retirement from service in 2025 after a distinguished administrative career. She is an alumna of Delhi University’s Lady Shri Ram College, a postgraduate in International Politics from Jawaharlal Nehru University, and a gold medallist from the IAS Academy. During her career, she held several key positions and played an influential role in policy implementation, particularly in social welfare, education, and women-centric programmes.

Sujata Rout Karthikeyan is widely regarded as one of Odisha’s most impactful administrators, with a career marked by innovative welfare initiatives and grassroots development. As Collector of Sundargarh in the mid-2000s, she launched a bicycle distribution programme for tribal schoolgirls to reduce dropout rates and improve access to education. The initiative proved highly successful and was later adopted across Odisha.

She also introduced eggs into the mid-day meal programme to improve child nutrition and school attendance. Passionate about sports, she promoted football and hockey in remote tribal areas, earning the popular nickname “Football Collector.” Her efforts, including the development of hostels and astro-turf facilities, contributed significantly to Sundargarh’s emergence as a hockey powerhouse.

As the first woman Collector of Cuttack and later Director of Social Welfare, she played a key role in implementing the Mamata maternity benefit scheme. However, Sujata is best known for leading Mission Shakti, Odisha’s flagship women’s empowerment programme. Under her leadership, nearly 70 lakh women were organised into self-help groups, while credit linkage expanded from about ₹500 crore to ₹15,000 crore.

She was also instrumental in promoting women-led entrepreneurship through Mission Shakti Bazaars, Millet Shakti initiatives, and international exposure visits for SHG members. Later, as the first Secretary of the Department of Odia Language, Literature and Culture, she spearheaded the successful organisation of the first World Odia Language Conference, further cementing her reputation as a visionary administrator.

Known for her administrative acumen and low-profile working style, Sujata was closely associated with various flagship initiatives during the previous BJD government. Her entry is expected to energise a section of the party cadre while also reviving discussions on the future leadership structure within the BJD.

Political observers view her induction as a strategic move by the Naveen Patnaik-led party to leverage experienced administrative talent at a time when the BJD is rebuilding its organisational structure and preparing for future electoral battles.

While supporters see her as an asset with governance experience and grassroots understanding, her entry is also likely to attract political scrutiny due to her association with VK Pandian, who played a key role in the previous BJD administration. Nevertheless, Sujata Karthikeyan’s arrival marks one of the most significant political developments in Odisha since the 2024 elections.
