PNG Push in Odisha: A Timely Reform That Needs Careful Execution

Date:

TNI Bureau: Odisha’s decision to make Piped Natural Gas (PNG) mandatory in urban areas marks a forward-looking shift in its energy policy. At a time when cities are grappling with pollution, supply disruptions, and rising fuel costs, the move reflects both environmental responsibility and administrative urgency.

The state’s push, backed by fast-track approvals and a clear June 2026 timeline, signals intent to transform urban energy consumption.

The benefits of PNG are evident. It offers a cleaner alternative to LPG, reduces carbon emissions, and ensures a continuous fuel supply without the logistical challenges of cylinder distribution. For rapidly growing urban centres like Bhubaneswar and Cuttack, this transition could significantly improve air quality and ease household convenience.

However, ambition must be matched with inclusivity. The rollout may face resistance in older localities where pipeline installation is complex and costly. Upfront connection charges and infrastructure disruptions could burden middle- and lower-income households. Without adequate subsidies and public awareness, the policy risks being seen as coercive rather than progressive.

Moreover, strict timelines should not compromise safety or quality. Gas pipeline networks require meticulous planning, monitoring, and maintenance.

Ultimately, Odisha’s PNG mandate is a welcome reform, but its success will depend on how well the government balances speed with sensitivity, and vision with ground realities.
