Fourth Rajya Sabha Seat in Odisha: A Battle of Numbers and Nerves

TNI Bureau: The battle for the fourth Rajya Sabha seat has turned into a high-stakes contest shaped entirely by numbers and political understanding. With the quota fixed at 30 votes, the arithmetic offers both clarity and suspense.

The BJP, with 79 MLAs and the backing of three Independents, comfortably secures two seats using 60 votes, leaving a surplus of 22. However, that surplus alone falls eight votes short of the required quota for the fourth seat. Without cross-voting or unexpected support from opposition benches, the BJP’s path remains challenging.

The BJD, with an effective strength of around 48 MLAs after suspensions, secures one seat and is left with an estimated surplus of 18 votes. On its own, that is insufficient. But when combined with Congress’ 14 MLAs, the tally climbs to 32, crossing the winning mark. If CPI(M) MLA Laxman Munda backs them, the number becomes 33.

This makes Congress the decisive factor. If the BJD-Congress understanding holds firm, the fourth seat tilts in favour of their candidate Dr. Datteswar Hota. If cracks emerge or cross-voting occurs, the arithmetic could shift dramatically. Ultimately, cohesion, not just numbers, will determine the outcome.
