TNI Bureau: The Odisha Legislative Assembly is set to convene its Budget Session from February 17, 2026, marking a key event in the state’s political and fiscal calendar. The session is scheduled to continue until April 8, spanning several weeks of legislative discussions, debates, and policy deliberations.
The session will formally open with the Governor’s Address by Dr. Hari Babu Kambhampati, setting the agenda and outlining the government’s priorities. Following the address, members of the Assembly will engage in the Motion of Thanks, a customary debate where legislators express their views on the Governor’s Speech.
A major highlight of the session will be the presentation of the Odisha State Budget for the financial year 2026-27. Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio, is slated to present the budget on February 20. The annual budget is expected to reveal the government’s fiscal strategy, including expenditure plans and revenue measures for development, welfare schemes, infrastructure, and economic priorities.
In addition to the budget presentation, the session’s detailed provisional calendar outlines further debates, general budget discussions, and potential recess periods. These deliberations give legislators the opportunity to scrutinise financial proposals and raise issues pertinent to their constituencies and sectors of governance.
The Appropriation Bill, which legally authorises government spending as per the approved estimates, will be introduced later in the session, formalising the state’s fiscal framework for the forthcoming year.
The budget session is a significant platform for Odisha’s ruling party and opposition members to articulate their economic visions, reflect on policy outcomes, and advocate for programmes benefiting sectors such as agriculture, social welfare, health, and infrastructure.
