Odisha Chief Minister Naveen Patnaik on Thursday urged Railway Minister Suresh Prabhu to allocate a sizable amount of Railway Budget 2016-17 for strengthening and expanding rail infrastructure in the state.

In a letter to Prabhu, Patnaik said the railway route length and rail density in Odisha is very much below than national average as also substantially lower than that in neighboring states.

“In contrast, gross earnings from various stations in the state of Odisha is estimated to be in excess of Rs.14,000 crore during the year 2014-15,” he said.

Noting Odisha continues to be one of the most preferred destinations for investment especially in metal, mining and power sectors, he said the nature of industrial activities in the state requires a robust and well planned railway infrastructure for its sustainability.

He said his government would extend all help for implementation of railway projects in the state, adding the state has already signed the state specific umbrella MoU with the railway ministry for setting up a JV company for taking up new rail projects in the state with cost sharing of 51 percent by the state government and 49 percent by Indian Railways.

Though the MoU has been signed over 3 months back, the formation of company is awaiting cabinet clearance, he said, requesting this be expedited so that the new projects in the state then can be taken up through the defined route envisaged in the MoU.

He said the other MoU that was signed between Coal India, Indian Railway and Odisha government for creating rail infrastructure to evacuate coal deposits of the state has been operationalised by forming a SPV company.

Informing that the state has attracted Rs.8,85,000 crores in diverse sectors and a comprehensive plan has been prepared for developing deep water sea ports along its coast, he urged to extend the eastern dedicated freight corridor from Dankuni to Berhampur to ensure seamless movement of freight between the upcoming ports including the major port at Paradip.

He also requested to introduce some express trains and set up new divisional headquarters at Rayagada, Jajpur-Keonjhar road and Rourkela by extending the jurisdiction of East Coast Railway.

The Odisha assembly’s house committee on railways on Wednesday presented a memorandum to Railway Minister Suresh Prabhu requesting him to grant Rs.5,000 crore in the ensuing rail budget 2016-17 for development of rail network in the state.

The house committee headed by assembly Speaker Niranjan Pujari met Prabhu at New Delhi and urged to allocate adequate fund for better rail connectivity across the state.

“We have submitted a memorandum to the Railway minister requesting him to allocate Rs 5,000 crore in the coming railway budget. The memorandum has covered all aspects of the state in the railway sector,” said Pujari, according to a statement here.

He said the committee has demanded special trains, expedition of ongoing projects and development in rail network in the state.

“Special focus has been given to KBK (Kalahandi, Bolangir and Koraput) as there was no better connectivity in the region,” said Pujari.

Sources said, while a demand of Rs.1,050 crore was made for ongoing rail projects in the state, Rs.2,270 crore and Rs.335 crore were sought for double line and electrification works respectively.

The committee has also demanded Rs.200 crore for setting up of special purpose vehicle (SPV) for rail projects for coal evacuation and umbrella SPV for general rail projects in the state.

Along with the house committee, several BJD MPs also met the railway minister to press the demand of the state.

Odisha had received an allocation of Rs.2,514.07 crore against its demand for Rs.3,200 crore in 2015-16 railway budget.

Railway Minister Suresh Prabhu on Saturday said an elaborate plan is being prepared to ensure fool proof security to the railway track in Jammu and Kashmir.

Speaking on the Pathankote terror attack, in which four terrorists were killed and combing operation was being carried out, Suresh Prabhu said he learnt about the attack in the morning. “I spoke to Home Minister Rajnath Singh. We are preparing a plan to ensure fool proof security to the railway track in Jammu and Kashmir.”

Prabhu was speaking at the foundation stone laying ceremony for constructing a multiplex complex, escalators, lifts, mechanized laundry and an executive lounge at Jammu railway station.

Describing Prime Minister Narendra Modi’s vision about surface links in the country as “history in the making”, he said as the railway minister he was implementing the vision of the prime Minister.

“Railways have initiated major reforms which are in fact history in making”, he said.

Meanwhile, the minister also said the initiatives taken by the prime minister both within the country and abroad to revive the Indian economy have produced a positive impact.

“Mufti Sahib (Jammu and Kashmir chief minister) had demanded linking Kashmir with Delhi through better surface and air links. We have promised to link Kashmir with India’s ‘Dil’ (heart),” Prabhu said, adding: “I hope and pray Mufti Sahib gets well soon and we work together to fulfil the dream of all inclusive growth for the state”.

Replying to a query about concessional travellers not being able to use e-ticketing facility at Jammu railway station, he said the railway minister said journalists entitled to concessional travel would soon be using e-ticketing facility.

State deputy chief minister Nirmal Singh, Minister of state (PMO) Jitender Singh and two local parliamentarians Shamsher Singh and Jugul Kishore were present on the occasion.

Heightened security arrangements were in place during the railway minister’s visit in Jammu city because of the terror strike in neighbouring Punjab.

For the first time in 18 years, a Congress leader took the charge of Railway Ministry. And, within a few months, his nephew was arrested in a bribery scandal. Railway Minister Pawan Kumar Bansal’s nephew Vijay Singla and Mahesh Kumar, a member of the Railway Board were arrested by the CBI last night.

Singla has been charged with accepting bribe of Rs 90 lakh from Mahesh Kumar who wanted a plum post with absolute power. The deal was worth Rs 2 crore. Manjunath, who was said to be close to Mahesh Kumar, was also involved in the deal. Mahesh was promoted to the Railway Board as its Member (Staff) only on Thursday.

The CBI arrested another person Sandip Goyal, who brokered the deal. The latest development has put Pawan Kumar Bansal in a fix. The Minister has sought to distance himself from his nephew and the bribery scandal. However, it is believed that he may have to resign to save the UPA Government from further embarrassment.
