India would export diesel from Assam-based Numaligarh refinery to Bangladesh, Petroleum and Natural Gas Minister Dharmendra Pradhan said on Saturday.

“India will export diesel from Numaligarh Refinery in Assam to Parbatipur in north Bangladesh. First we will export diesel by train on experimental basis before connecting through pipelines,” said Pradhan after discussions on bilateral cooperation in the energy sector with Tawfiq-e-Elahi Chowdhury, energy adviser to the Bangladesh prime minister.

Eyeing the Bangladesh market in a big way for exporting petroleum products, he said a 200-km-long pipeline would be laid to export the products to the neighbouring country.

The minister said Chennai and Paradip ports of India would be interconnected with Chittagong and Mongla ports of Bangladesh for export of the petroleum products.

He said petroleum products can also be exported to Bangladesh from Paradip oil refinery scheduled to be inaugurated by Prime Minister Narendra Modi on Sunday.

“There is also preliminary discussion over to lay gas pipeline to Bangladesh from Odisha as LNG terminal is being set up here,” said Pradhan.

Informing that Bangladesh has allocated to oil blocks for oil exploration, he said there had been discussions on carrying out a preliminary survey soon and initiate drilling in the blocks after the rainy season.

With the commissioning of the Paradip refinery, Pradhan said that India would be once again in a position to export petroleum products to Bangladesh. In this regard, he expressed keenness of India in setting up of marketing infrastructure in Bangladesh.

He said the officials of oil corporations had recently visited Bangladesh to discuss various energy sector projects of mutual interest to both nations.

Chowdhury said both the countries discussed to fix a timeline over oil exportation from Numaligarh refinery and other emerging issues including laying gas pipeline from Dhamra in Odisha.

Prime Minister Narendra Modi will arrive in Odisha on February 6 on a two-day visit during which he will also inaugurate Indian Oil Corporation Ltd’s (IOCL) 15 MMTPA refinery project at Paradip, Petroleum Minister Dharmendra Pradhan said on Thursday.

IOCL has already invested about Rs.35,000 in the refinery project, said sources.

The prime minister will visit Puri to have the darshan of Lord Jagannath and his siblings in Sri Mandir the same day and would stay the night in the Raj Bhavan at Puri, said Pradhan.

On February 7, Modi is scheduled to inaugurate the permanent campus of National Institute of Science Education and Research (NISER) near Jatani here.

The institute had been temporarily functioning from the premises of the Institute of Physics in the capital city here.

Modi had last visited Odisha on April 1 to inaugurate the modernised and expanded units of Steel Authority of India Ltd.’s Rourkela steel plant.

Dharmendra Pradhan-QatarIn a major renegotiation of a long term gas purchase agreement with Qatar sealed on Thursday, India has effected foreign exchange saving on import of upto Rs.16,000 crore ($2.5 billion) , Petroleum Minister Dharmendra Pradhan said here on Thursday.

“The year has been memorable for India’s oil and gas sector also for the signing of this modified agreement. Going by the old long-term gas contract price, we have succeeded in renegotiating a benefit of Rs.16,000 crore in this calendar year,” Pradhan said in his address here at the signing of the modification to the gas sale-purchase agreement between India’s Petronet LNG and Ras Gas of Qatar.

“From the $12-13 per unit that we need to pay now under the long-term contract, we have brought the price bandwidth down to $6-7. The deal will help Indian LNG consumers save Rs.4,000 crore annually,” the minister said.

“We are grateful to Qatar for being a good partner,” he added.

RasGas and Petronet signed a revised LNG sale-purchase agreement on Thursday, whereby Qatar’s state-owned natural gas producer will sell the fuel at nearly half the original cost. The new contract is effective from January 1, 2016 and ends in 2028.

In addition, RasGas has also agreed to waive off the “take or pay” penalty of nearly Rs.12,000 crore on Petronet for a lower offtake during 2015.

In return for the renegotiation, Qatar’s RasGas will be selling an additional one million tonnes of LNG annually to Petronet.

“The economy of the world is changing and in this regard India did not want to lose out in the changed dynamics. We want to move towards a gas-based economy. For this a restructuring of the long-term contract with Qatar’s RasGas was required,” Pradhan said.

He said the importance of renegotiating the contract was discussed at the highest level when the Emir of Qatar Sheikh Tamim bin Hamad Al Thani met Prime Minister Narendra Modi in April 2015 in India.

“I went to Qatar in November to put our points there. Qatar has been a good business friend, but we’re now moving from the relationship of a buyer and a seller to long term partners,” he said.

The Minister of State (Independent Charge) for Petroleum & Natural Gas Shri Dharmendra Pradhan reviewed LPG availability, and coverage in the State of Odisha, as also the status of LPG infrastructure, on Tuesday.

It was reported that in the current financial year nearly 7.5 Lakh new connections of LPG were given by the OMCs. Shri Pradhan directed to make efforts to add 40 Lakh new consumers by 2019. He directed to set up two new Bottling Plants in western part of Odisha to meet LPG requirement of consumers.

He also reviewed current status of various infrastructure projects related to other petroleum products being undertaken by the OMCs in the State. The Meeting was attended by the Senior Officials of the Ministry and all the three Oil Marketing Companies.

Crude Distillation UnitThe new state of the art Crude Distillation Unit (CDU) of Bharat Petroleum’s Mumbai Refinery was dedicated to the nation today by Shri Devendra Fadnavis, Chief Minister of Maharashtra and Shri Dharmendra Pradhan, Minister of State (I/C) for Petroleum and Natural Gas at the Mumbai Refinery.

The unit with a capacity of 6.0 MMTPA at a cost of Rs. 1419 Crores is a replacement of old Crude and Vacuum units of the refinery. Also present on the occasion were Members of Parliament Shri Arvind Sawant, Shri Rahul Shewale, Shri Gopal Shetty and MLA from Chembur, Shri Prakash Phaterpekar.

This Refinery of BPCL was commissioned in 1955 by Burmah Shell Refineries Ltd. with a capacity of 2.2 MMTPA. Post-nationalization in 1976, the refinery has progressively expanded through low cost revamps and adoption of new technologies. Currently, it has an installed capacity of 12.0 MMTPA with three Crude & Vacuum Distillation units with matching secondary processing and treatment facilities.

The commissioning of this new CDU would ensure cleaner environment and efficient use of energy with lower emissions and reduction in energy consumption. The Sulphur dioxide emission from this new unit would be less than 10.5 mt/d – the lowest in the country amongst all the refineries.

Tightly heat integrated with furnaces of higher efficiency, the reduction in energy consumption in terms of Liquid Fuel Equivalent (LFE) is expected to be about 30 % which results into estimated savings of Rs. 128 Crores per annum on fuel consumption.

The integral part of this new CDU is its superior design and safety features. This has resulted in significantly lesser number of equipments as compared to older units and facilitates better turnaround management during shutdown and routine maintenance. The unit is designed with the latest safety features like blast-proof control room and closed drainage system, thus making it an efficient, intrinsically safe and sustainable unit, with higher distillate yield of 3% and thus contributing to higher Refining margins.

Looking ahead, the stabilization of this unit would help in dismantling the old 1955 CDU units, thereby creating space for refinery modernization to meet future auto fuel norms and other profitability enhancing projects.

Speaking on the occasion the Minister Shri Pradhan announced the plan of setting up of a new refinery in Maharashtra. Chief Minister, Maharashtra assured to provide land and other facilities for the proposed new Refinery.

Maharashtra Chief Minister assured to extend all support including provision of land for this purpose. It may be noted that Maharashtra consumes about 18 MMT of petroleum products per annum which is going to increase in the coming years.

Minister Dharmendra PradhanThe Minister of State (I/C) for Petroleum and Natural Gas, Shri Dharmendra Pradhan On Tuesday held a meeting with an OPEC delegation led by its Secretary General, Mr. Abdalla Salem El-Badri.

This is the first regular meeting held at the level of Minister/Secretary General under the India-OPEC Institutional Dialogue, which was set up during the last OPEC Summit in Vienna, Austria in June 2015.

The two sides exchanged views on the emerging global crude markets and deliberated on India’s concerns vis-à-vis oil purchase from OPEC member countries. Shri Pradhan gave Indian perspective on developments in the global oil market. He reiterated that reasonable and responsible oil prices will be beneficial in long term, for both oil producing and oil importing countries.

The two sides agreed that such annual dialogue between India and OPEC is in mutual interest and it should be continued in future. Both India and OPEC reaffirmed their commitment to further increase their co-operation in the oil and gas sector. The meeting comes amidst the backdrop of continuing fall in global crude prices which has recently witnessed a slide to nearly 11 year low of below US$ 37/barrel.

OPEC, or the Organization of Petroleum Exporting Countries, is an inter-governmental organization of 13 major oil producing countries which together produce about 40 percent of the world’s crude oil. OPEC oil exports represent about 60 percent of the total petroleum traded internationally.

India is the world’s 3rd largest importer of crude oil behind only the United States and China. Our imports from OPEC countries constitute 85 percent of our total crude imports and 94 percent of the gas imports.

Petroleum Minister Veerappa Moily has made startling revelations today, claiming threat from the oil import lobbies, who did not want the government to stop imports. He also said that every minister who occupies the post of Petroleum Minister is threatened by the import lobby.
