power Piyush Goyal, Minister of State (IC) for Power, Coal and New & Renewable Energy, has expressed confidence that all Discoms in India will be making profits by 2019. “This is important, as we cannot burden people of India with tariff increases”, he said.

Goyal was speaking at the Power Focus Summit 2016. While giving a status update of ongoing rural electrification programme, Piyush Goyal confirmed that 5,542 villages or one-third of the total, have been electrified as of today. “There are another 1,390 villages, where electrification work is done, they are under energization”, he revealed.

Key Announcements:

* The village electrification target for 2015-16 was 2,800.
* It was revised to 5,800 after PM’s announcement on Independence Day.
* PM set the target to electrify 8,452 un-electrified villages within 1000 days.
* 5,542 villages have been electrified so far.
* There are another 1,390 villages, where electrification work is done, they are under energization.
* Officials themselves have fixed their target to electrify 7,000 villages by March end.

Bihar-UDAYThe Government of India, the State of Bihar and the DISCOMs of Bihar (North Bihar Power Distribution Company Limited, and South Bihar Power Distribution Company Limited) signed Memorandum of Understanding (MOU) under the Scheme UDAY – “Ujwal DISCOM Assurance Yojana” here today for operational and financial turnaround of the DISCOMs. The signing ceremony was held in the august presence of the Minister of State for Power (IC), Piyush Goyal.

The MoUs was signed on behalf of Ministry of Power by Dr A K Verma, Shri Pratyaya Amrit , Secretary Energy on behalf of  State Government of Bihar and on behalf of two DISCOMs by  Shri R Lakshmanan , MD, North Bihar Power Distribution Company Limited and Shri Sandeep Kumar MD ,South Bihar Power Distribution Company Limited .

Bihar is the sixth State to have accepted UDAY for bringing about a positive change in the Power Sector scenario of the States. Rajasthan, Uttar Pradesh, Chhattisgarh and Jharkhand have already signed the MoU under UDAY for operational and financial turnaround of DISCOMs.  With the signing of MoU with Bihar, approximately 33% of the DISCOM debt, ie. around Rs.1.40 lakh crore, would be restructured. Gujarat has also signed the MoU for operational turnaround, considering the healthy financial position of the DISCOMs of the State.

Bihar-UDAY1An overall net benefit of approximately Rs.9000 cr. would accrue to the State by opting to participate in UDAY, by way of savings in interest cost, reduction in AT&C and transmission losses, interventions in energy efficiency, coal reforms etc. during the period of turnaround.

UDAY is an effort to make the DISCOMs financially independent and operationally healthy, to be able to supply adequate power at affordable rates, through 100% Village electrification and 24X7 Power For All.

Power-Transmission-IndiaThe energy shortage has been reduced from 8.5% in 2011-12 to 2.4% in the current year i.e. 2015-16 (upto October, 2015), which is the lowest ever. Further, the peak shortage has reduced from 10.6% in 2011-12 to 3.2% during the current year i.e. 2015-16 (upto October, 2015), which is also all time lowest. This was stated by Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy (IC) in a written reply to a question in the Rajya Sabha today. The Minister further stated the steps have been taken to meet the gap:

(i) Capacity addition of 1,18,537 MW (including 88,537 MW conventional and 30,000 MW renewable) during the 12th Plan, i.e. by 2016-17. As against this, about 70,480 MW from conventional sources has been achieved till 7.12.2015 and about 13,204 MW from renewable sources till 31.10.2015.

(ii) Construction of 1,07,440 ckm transmission lines and setting up of 2,82,740 MVA transformation capacity during the 12th Plan, i.e. by 2016-17. As against this, 76,490 ckm of transmission lines and 2,19,730 MVA of transformation capacity have been achieved till November, 2015.

(iii) Government of India has taken initiative to prepare State specific Action Plans for providing 24X7 Power For All (PFA) in partnership with the States.

(iv) Two new schemes are being implemented by the Government of India, namely, Deendayal Upadhyaya Gram Jyoti Yojna and Integrated Power Development Scheme for strengthening of sub-transmission and distribution networks and for segregation of agricultural feeders to give adequate and reliable supply and reduce line losses.

(v) Promotion of energy conservation, energy efficiency and other demand side management measures.

(vi) Central Government has notified a new scheme namely Ujjawal Discom Assurance Yojana (UDAY) on 20.11.2015 for Operational & Financial Turnaround of Discoms.

(vii) Expeditious resolution of issues relating to Environmental and forest clearances for facilitating early completion of generation and transmission projects.

(viii) Providing support from Power System Development Fund for stranded gas based generation.

The power projects under construction which are likely to be ready by the end of 2019 are around 86,363 MW capacity comprising of 72,326 MW from Thermal, 9,737 MW from Hydro and 4,300 MW from Nuclear sources, the Minister added.

The festive spirit is already lost. Puja pandals wore a deserted look throughout the day. They were either broken or collapsed due to the impact of Cyclone Phailin last night. The fallen trees on roads and residential areas have been cleared. But, the administration has a big challenge – to restore the power services.

Cyclone-Power-BBSRMany trees were uprooted during the cyclone. In addition, the electric poles were also damages and cables were cut to make the matter worse. People are having a tough time to cope up with the power outage. Apart from hotels, malls, food outlets and many other utilities services providers, power outage has also affected the fuel stations, banks, ATMs and private nursing homes.

Power distributor CESU (Central Electricity Supply Utility) is confident that power will be partially restored in Bhubaneswar by Sunday night. By Monday, things should be back to normal, as the CESU employees are working on a war-footing to restore the services.

However, some areas on the outskirts of Bhubaneswar such as Hanspal, Uttara, Balakati, Balianta, Kalarahanga and Sundarpada may not be able to get complete power before Tuesday unless utmost urgency is shown by the officials.

Naveen-led Odisha government is expected to take the state forward promising several schemes and MoUs ahead of the Assembly and Lok Sabha polls. If the announcement made by state energy minister Arun Sahu is to be believed, Odisha would be power surplus state in 2014. It suggested that the state will not face power crisis any more.

Youth icon Arun Sahu has probably understood the feelings of common people and suffering of students during exam period. Therefore, he is all set to make Odisha as the power surplus state next year – the election year that would decide the fate of the ruling BJD. However, people should take the advantage of the developmental programmes and policies. It would bring cheer on millions of faces, if some power plants will start generation of electricity as per the MoUs signed by the government.

The minister informed the House on March 8 during the debate on the demand for grants of the Energy Department that 8 to 10 will start generation in Odisha out of 29 memoranda of understanding (MoUs) signed for setting up power plants.

Apart from the MoUs, the state is expected to get 50 per cent of electricity from third and fourth units (2×660 MW) of Odisha Power Generation Corporation during 12th Five Year Plan. Also Odisha Power Transmission Corporation Limited is planning to set up proposed 3×800 MW thermal power plants near Kamakshanagar. Another power plant of 2×800 MW will be set up by the National Thermal Power Corporation (NTPC) near Darlipali.

Odisha, which has been facing power crisis for the last two to three years, is also expected to get 1,300 MW from the ultra mega power plant (UMPP) in Sundargarh and several other plants will also start power generation during the 13th Five Year Plan. If the projects will be implemented in time as per the announcement, the state will be able to export power to other states after meeting its requirement.

Besides, the government is also eyeing to generate power from small reservoirs, solar and wind by setting up Green Energy Development Corporation (GEDCOL). The state targets to generate 500 MW green power during next five years.

TNI Bureau: Millions of electricity consumers are shocked and peeved over the unprecedented decision taken by the Central Electricity Supply Utility (CESU) to demand additional security deposit from the subscribers and the threat to disconnect the electric supplies.

The shocking threat issued by the CESU without bothering about the consequences, has raised several questions. Are we living in a banana republic? Are the common people are being taken for granted or their patience is being treated by the CESU? They already had their say when the power tariff was hiked by around 35% earlier this year. Now the latest bomb dropped by the CESU has triggered a massive outrage across the state.

For CESU, this is just a routine change. They maintained that the revised security charges are in line with the increased power tariff that took place this year. CESU has asked the consumers to two months of average bills in advance as part of the security deposit.

Consumers, who had paid a less amount towards the security deposit earlier, will have to pay the balance money as per the estimates/adjustments made by the CESU. If they fail to comply, the power distribution company would leave them in darkness.

Meanwhile, Energy Minister Shri Arun Sahoo has taken note of the grievances of the common people and assured that his department would review CESU’s decision of collecting additional security deposit money from the people. Some consumer right activists, opposition parties and NGOs have slammed CESU’s decision and threatened to approach the court and launch agitation if the power distribution company does not reverse its order.

Hopefully, good sense will prevail and CESU would act in a more reasonable manner. If they fail to do that, people in Odisha trust Shri Arun Sahoo to take up this matter and reign in the power distribution company and force it to address the real concerns of the consumers.

Breaking News: Energy Minister Shri Arun Sahoo has reviewed the matter and asked CESU to put the hike of security deposit on hold. The Energy Department will further review the decision in details and come up with its note.
