The News Insight: When 40 CRPF jawans were killed in Pulwama on February 14, the CRPF tweeted a message – “WE WILL NOT FORGET, WE WILL NOT FORGIVE”. And, our Security Forces did exactly what they promised to the kin of Veer Jawans as well as the nation.

In 4 months, all terrorists involved in Pulwama terror attack, have been eliminated.  Adil Dar, Mudassir Khan and mastermind Kamran alias Rasheed Ghazi were gunned down earlier. The last man, Sajjad Bhatt, whose vehicle was used in Pulwama, was gunned down in an encounter in Anantnag today.

TNI Bureau: Two politicians from rival parties let down the people of Odisha in the last few days. And, both the incidents were related to Pulwama terror attack, which claimed the lives of 40 CRPF Jawans, including two from Odisha. If BJD MLA Debashish Samantaray drew flak for forgetting the human values, BJP leader Lekhashree Samantsinghar was accused of forgetting the basic courtesy.

Fans and followers of both parties may try to put up volt face in public, as they have been doing and pretend that their leaders did no wrong, but they know the truth better than us.

What Debashish Samantaray did, was unpardonable. He not only manhandled the martyr Manoj Behera’s relative, but also made an irresponsible statement while tendering apology. Twitter outrage forced the entire party to go into a huddle and Debashish apologised. But, he showed arrogance by saying “he was not aware of the person’s identity”. He also termed him a “distant relative”. Did he mean to say he had the license to behave rudely with all other people? Had the person not been the martyr’s relative, would not Debashish apologise?

The above questions would haunt Debashish for long. It would also make a dent in the image of BJD, its Supremo and the Spokespersons who were defending the indefensible.

At the same time, can we take Lekhashree’s statement lightly? Time and again, she has been using the language against rival leaders, which are far from decent. She mocks, taunts, takes a dig at BJD rivals, including the Chief Minister in an undignified manner. Look at leaders like Suresh Pujari, Bhrugu Baxipatra, Aparajita Sarangi and their tweets and statements. Can’t we see the difference? Lekha is found crossing the line too often unlike other leaders in the party.

Calling an elected Chief Minister (who has been in office for four times) “anti-national” or “desh drohi”, she did no justice to her stature as well as that of the party. Naveen Patnaik can be criticised, slammed and trolled. Everyone has a right to ask questions. He can be taken to task on many schemes, policies etc. In politics, there are rivals, not enemies. But, even die hard supporters of BJP did not take Lekha’s statement lightly and agreed that it was in very bad taste and could have been avoided.

We are going to witness a heated battle and dirty mud-slinging match in the run up to 2019 general election, which is also clubbed with the assembly polls in Odisha. It would be futile to expect decency and courtesy as well human values from our political leaders. Let’s wait and watch whether they would continue to stoop to new low as the political battle intensifies in the coming weeks or restrain themselves. The former looks more likely.

TNI Bureau: The Union Government has revealed that it has received massive response from the people aftermath Pulwama terror attack that claimed the lives of 40 CRPF jawans. Over 80,000 people have donated more than Rs 20 crore through the Bharat Ke Veer portal since February 14.

In total, the portal has received Rs 46 crore since its inception. However, the last 5 days have seen unprecedented rise in people’s passion and nationalism that led to voluntary donation of Rs 20 crore, which is indeed a huge amount.

“We thank you for the overwhelming support to #BharatKeVeer portal. Your contribution has helped the families of all CAPF martyrs receive the maximum amount of Rs 15 lakh per family. However, you can still contribute to the corpus which will be ustilised to support all families”, Bharat Ke Veer said in a tweet.

TNI Bureau: The Ministry of Home Affairs (MHA) has rubbished the reports published on ‘The Quint’ which claimed quoting an anonymous CRPF officer that the forces were denied air transit although they requested for it.

“Reports that appeared in a section of media that air transit facility on Jammu- Srinagar sector for CRPF troops was not allowed are untrue”, said MHA in a press statement.

The Quint had claimed that CRPF officials in Kashmir had requested for air transit, as a lot of Jawans got stranded in Jammu because if roadblocks due to snowfall. The request was sent to CRPF HQs in Delhi, which forwarded it to MHA. But, no action was taken, alleged The Quint quoting annonymous CRPF officials.

However, as the Home Ministry has denied the report, onus lies on The Quint to prove the allegations which are grave at this juncture. The report is being used by the Opposition and critics to attack the Govt.

BSF request to Home Ministry:

Meanwhile, we came across a document that was related to BSF’s request for air transit on the same ground. As per the document, BSF wanted deployment of Mi-17 helicopters in the valley for the months of January & February.

The MHA consulted the BSF Air Wing and found that deployment of Mi-17 for two months won’t be possible. The Ministry then asked BSF to submit a fresh proposal for airlifting of their stranded personnel using IAF Aircraft whenever the situation arises, and on case to case basis.

42 CRPF jawans martyred today and the toll is rising. We don’t know where will it stop. But, when the counting stops, we must be ready to take a strong and decisive action. Yes, Nation wants this. If we don’t, our future generation won’t forgive us. It’s not just a terror attack. It’s a war unleashed on India. And, Pakistan must pay for every blood and flesh of our jawans that we saw lying on the road today.

Dear Prime Minister, you always claimed yourself to be a strong and decisive leader. And, we accepted that. The Surgical Strike was perfect. We hailed you then. But, this is a much bigger challenge today and you need to lead from the front. Rush to Kashmir immediately, stand with our soldiers and plan your moves. The entire nation will stand by you if you dare to punish Pakistan in a direct fight.

The blood and sacrifice of our martyrs should not go in waste. That’s what the nation believes. That’s what everyone wants today. We are ready for any consequences. Let’s fight back. Let’s retaliate. It’s the payback time. India cannot be taken for granted anymore. It’s now or never for all of us.

The book depicts the saga of valour of CRPF in foiling terrorist attack on Ram Janam Bhumi – Babri Masjid Complex.

On July 05, 2005, after exploding outer barricade of the complex, the heavily armed 5 terrorists tried to move towards the inner barricading, where troops of 33 Battalion CRPF were deployed. The militants with an intention to storm the “Sanctum Sanctorum” fired heavily at the troops along with lobbing of grenades and firing Rockets. But the troops retaliated fiercely and bravely and neutralized all the five militants after an hour long gun battle. No devotee sustained injuries. A cache of arms and ammunition was recovered from the dead terrorists.

For displaying unparalleled bravery and valour, 20 CRPF officers and men were awarded with gallantry medals which included 02 Shaurya Chakras, 06 President’s Police Medal for Gallantry (PPMGs) and 12 Police Medal for Gallantry (PMGs).

On the occasion of release of the illustrative book “Ayodhya ke Shoorvir” Shri K Durga Prasad, DG CRPF and other senior officers of the Force were present.

CRPF is publishing a series of illustrative book Shaurya Gathayen on the valour of its officers and men. Till now 04 such books – Sardar Post: Ek Shaurya Gatha, Veer Brighunandan, Shurveer Prakash, Janbaz Elango have been published.

Uttarakhand-ArmyThe Government has taken measures to strengthen the CRPF, BSF, CISF & NSG in the country.  In 2008, the Government raised the ceiling of the strength of Central Industrial Security Force (CISF) to 1,45,000 and approved raising of Reserve Battalions.

In 2009, Government approved raising of 67 additional Battalions in CRPF (38 Bn) and BSF (29 Bn), out of which 47 Battalions have been raised.  In 2009, Government also sanctioned 04 Regional Hubs for National Security Guard (NSG) at Hyderabad, Kolkata, Chennai and Mumbai.  All the Hubs have been  operationalized. There  is  no  STG  force  in  MHA.  The  present strength as on 31.01.2016 in respect of the CRPF, BSF, CISF, NSG is as under:-

Police and Public order are State subjects but Central Government provides assistance to States for adoption of modern technologies and infrastructures by State Police forces from time to time.  Under the Modernisation of Police Force (MPF) scheme funding is provided to strengthen the police infrastructure and acquisition of modern weapons, equipment for training, computerization, forensic science and vehicles.

The allocation of funds for the States under MPF scheme was Rs.1055.45 crore, Rs.300.00 crore, Rs.1754.65 crore, Rs.1500.00 crore and Rs.595.00 crore for the financial years 2011-12,  2012-13,  2013-14,  2014-15 and 2015-16 respectively.

Prakash-MishraWhile addressing a select gathering of mediapersons at the CRPF Headquarters in New Delhi, CRPF DG Prkash Mishra listed the achievements of the security agency in 2015 and responded to the queries from press. Prakash Mishra will retire on February 29 and will be succeeded by Durga Prasad Kode (Ex-Greyhound Chief).

When asked about the Maoist activities in tribal-dominated states, Prakash Mishra said now the focus states are Chhattisgarh and Jharkhand, as Odisha has witnessed a massive decline in red menace in the last 18 months. “The recruitment of Naxals has gone down significantly due to combined efforts of security forces,” he said.

He stressed on the need for proper coordination between the states and CRPF. He also talked about the welfare schemes undertaken by CRPF in Chhattisgarh (including 3 hospitals in Sukma and 1 in Bijapur), which received public support.

Key Talking Points:

* During 2015, 101 Gallantry medals were awarded, which is the highest haul of Gallantry Medals in the history of CRPF. During this period, only 9 personnel were martyred, the lowest casualty in the last 30 years, whereas 94 adversaries were eliminated. Kill ratio in favour of CRPF has been highest since 1993 (highest in LWE area since 2000).

* An unprecedented 1740 IEDs were recovered by CRPF in LWE theatre since the formation of CPI Maoists in 2004 – 1,724 attacks.

* Peaceful conduct of assembly elections in Bihar.

* Major offensives were launched by CRPF in the core areas of Maoist dominance like Sukma, Bijapur, Tulsi Dongri, South Western Axis in Chhattisgah and Burha Pahar, Kumandih and Saranda Forests in Jharkhand.

* To augment the training capacity of CRPF, 3 new RTCs at Amethi (UP), Jodhpur (Rajasthan) & Latur (Maharashtra), 1 new CIAT School at Chittoor (AP) and 1 new CoBRA School of Jungle Warfare & Tactics at Belgaum (Karnataka) have been institutionalized.

* VIP Security Training School, Greater Noida (U.P.) was inaugurated in GC Greater Noida. A total of 692 SOs/ORs have successfully completed their pre-induction training in 06 batches & 43 GOs/SOs have completed their orientation training in 4 batches.

* At the International level, CRPF has won 26 Gold, 11 Silver and 5 Bronze medals while at the National level, it secured 13 Gold, 6 Silver and 24 Bronze medals. In All India Police Games, CRPF Sports personnel got 57 Gold, 72 Silver and 65 Bronze medals.

CRPF* In the recently concluded South Asian Federation (SAF) Games in Guwahati, CRPF won 3 Gold ad 1 Bronze medals. Whereas Ms Anita Chanu, Ms Puja KAdyan and Ms T.H. Sarojini Devi won Gold in Judo, Wushu & Triathlon respectively, Sh Pradeep bagged the only bronze medal in Wushu.

* Financial assistance (immediate relief) to the NOKs on death of CRPF personnel has been increased from Rupees 20,000 to Rs 50,000.

* Centre is granting an ex-gratia of Rs 15 lakh to families of personnel, who are killed in action and a sum of Rs 10 lakh to personnel killed on active duty/in accident/due to cerebral malaria.

* The rate of Risk Fund amount to the work of NOKs of deceased personnel, on normal death, suicide and other deaths, has now been revised from the present Rs 10 lakh to Rs 12 lakh (Rs 7 lakh to NOK and Rs 5 lakh to parent) wef. 1/1/2016.
