After expanding to Maharashtra from Hyderabad, controversial politician Asaduddin Owaisi’s All India Majlis-e-Ittehadul Muslimeen (AIMIM) sprung a surprise when it won the Kishanganj assembly bypoll in Bihar. This is AIMIM’s first-ever win in Hindi Heartland.

Kishanganj was earlier represented by the Congress. As the assembly segment is dominated by Muslims, only Muslim candidates have been winning this seat over the decades. But, victory of AIMIM is seen as unprecedented.

The win holds much political significance, as it indicates that Muslims have stopped trusting mainstream political parties like Congress, RJD & JD(U) who pretended to be their saviours over the years.

TNI Bureau:  A 28-year-old man entered a lion’s enclosure at the Delhi Zoo at around 12 noon on Thursday by scaling its metal grille.

In this video, the young man, hailed from Bihar’s Champaran district can be seen sitting in front of the lion. Though the guards gave him a ladder to come back but he did not listen. Later, the zookeepers and forest rangers were jumped in the enclosure and saved him.

Zoo officials said he was rescued unharmed and is being questioned by police.

But, what about the 84 innocent kids who died in Bihar’s Muzaffarpur due to Encephalitis? Neither the media nor the elite class/Cyber Warriors rally behind their families. The reason is very simple. There is no political gain unlike West Bengal. It’s a big pain and irony that our outrage is getting selective every passing day.

Bihar-UDAYThe Government of India, the State of Bihar and the DISCOMs of Bihar (North Bihar Power Distribution Company Limited, and South Bihar Power Distribution Company Limited) signed Memorandum of Understanding (MOU) under the Scheme UDAY – “Ujwal DISCOM Assurance Yojana” here today for operational and financial turnaround of the DISCOMs. The signing ceremony was held in the august presence of the Minister of State for Power (IC), Piyush Goyal.

The MoUs was signed on behalf of Ministry of Power by Dr A K Verma, Shri Pratyaya Amrit , Secretary Energy on behalf of  State Government of Bihar and on behalf of two DISCOMs by  Shri R Lakshmanan , MD, North Bihar Power Distribution Company Limited and Shri Sandeep Kumar MD ,South Bihar Power Distribution Company Limited .

Bihar is the sixth State to have accepted UDAY for bringing about a positive change in the Power Sector scenario of the States. Rajasthan, Uttar Pradesh, Chhattisgarh and Jharkhand have already signed the MoU under UDAY for operational and financial turnaround of DISCOMs.  With the signing of MoU with Bihar, approximately 33% of the DISCOM debt, ie. around Rs.1.40 lakh crore, would be restructured. Gujarat has also signed the MoU for operational turnaround, considering the healthy financial position of the DISCOMs of the State.

Bihar-UDAY1An overall net benefit of approximately Rs.9000 cr. would accrue to the State by opting to participate in UDAY, by way of savings in interest cost, reduction in AT&C and transmission losses, interventions in energy efficiency, coal reforms etc. during the period of turnaround.

UDAY is an effort to make the DISCOMs financially independent and operationally healthy, to be able to supply adequate power at affordable rates, through 100% Village electrification and 24X7 Power For All.

Four major States namely Uttar Pradesh , Bihar , Odisha and Maharashtra have agreed to join “UDAY” Ujwal Discom Assurance Yojana today. This was announced by Shri Piyush Goyal, Minister of State ( IC) for Power, Coal and New & Renewable Energy at a media briefing here today .

Shri Goyal said “ this is a very important day in the history of power sector in India where on one day, 4th Jan , four very large and important States have agreed to come on board and joined the UDAY Scheme.” Shri Goyal further stated that within 2 months of the announcement of UDAY Scheme , a total of 15 out of 29 States /UTs have voluntarily joined UDAY which covers 90 % of the total debt of Discoms. The fifteen States are Uttar Pradesh, Bihar , Odisha , Maharashtra , Andhra Pradesh, Himachal Pradesh, Madhya Pradesh, Uttarakhand, Chhattisgarh, Jammu & Kashmir , Jharkhand , Gujarat , Punjab, Haryana and Rajasthan .

ABOUT UDAY SCHEME:

The Scheme – UDAY (Ujwal Discom Assurance Yojana) has been launched to improve financial and operational efficiencies of power distribution companies (DISCOMs). It envisages to reduce interest burden, cost of power and AT&C losses. Consequently, DISCOM would become sustainable to supply adequate and reliable power enabling 24×7 power supply. The scheme provides that States would take over 75% debt of Discoms, as on 30th September, 2015 in two years.

UDAY has inbuilt incentives encouraging State Governments to voluntarily restructure their debts. These incentives include taking over of DISCOM debt by the States outside the fiscal deficit limits; reduction in the cost of power through various measures such as coal linkage rationalization, liberal coal swaps, coal price rationalization, correction in coal grade slippage, allocation of coal linkages at notified prices; priority/additional funding through schemes of MoP & MNRE; and, reduction in interest burden. UDAY is different from earlier restructuring schemes in several ways including flexibility of keeping debt taken over outside fiscal deficit limit, reduction in cost of power and a series of time bound interventions for improving operational efficiency. UDAY provides for measures that will reduce the cost of power generation, which would ultimately benefit consumers.

Union Government has accepted the recommendation of 14th Finance Commission to increase the shareable pool of Tax Devolution from 32% to 42% for it’s award period (2015-20) which gives more resources and greater freedom to use these resources to the States. In a shocking development, at least 32 people died and around 100 others injured when a stampede occurred at the Gandhi Maidan in Patna during the Ravan Dahan. The incident occurred soon after Bihar CM Jitan Ram Manjhi left the venue after the Ravan Dahan celebrations. Around five lakh people were present at the venue.

Patna-StampedeThere were chaos and mismanagement across the venue. The administration miserably failed to handle the situation. They did not make any arrangement to prevent such incidents despite the fact that a huge crowd gathered at the venue. Even, the area did not have adequate power supply.

The injured have been rushed to the nearby hospitals. The death toll may rise further. Most deceased were women and kids, it is reported. According to some reports, the stampede was triggered by a rumour about a broken live electric wire.

Prime Minister Narendra Modi has expressed deep grief over the incident and talked to the Bihar CM to take stock of the situation. The PM has announced an ex-gratia compensation of Rs 2 lakh for the families of the dead and Rs 50,000 each for the injured.

Former Bihar CM and RJD supremo Lalu Prasad Yadav has called the incident as an administrative lapse. Senior JD(U) leader Sharad Yadav and Nitish Kumar have been silent over the mishap, while Union Minister Ram Vilas Paswan is rushing to Patna tomorrow. The centre has rushed CRPF, NDRF and Medical teams to Patna and making arrangements to airlift injured to New Delhi if needed.

At least 8 bombs went off in Patna ahead of Modi’s rally in Patna on Sunday, leaving six dead and over 100 injured. Fortunately, no stampede occurred. Nitish Kumar refused to accept the security lapse, but the recovery of two live bombs after 48 hours, clearly shows his government’s preparedness and strong approach towards the menace of terrorism.
