TNI Bureau: In a major relief to the government contractual workers in the state, the Cabinet approved to regularise all contractual workers completing 6 years in service. Also the concerned contractual employees who are below the age of 45 years and who have completed at least one year of continuous contractual service will be given relaxation of the criteria of age, if they desire to appear the regular Recruitment Examination / Tests for the post. The decision is expected to benefit over 50,000 workers in the state.
The state Cabinet on Friday took reformative decisions under the chairmanship of Chief Minister Naveen Patnaik. The major decisions included Amendment of “Odisha Transport Engineering Service (Recruitment & Conditions of Service) Rules, 1981” and “Odisha Subordinate Transport Engineering Service Rules, 1996”, Amendment of the Odisha “Registration of Birth and Death Rules, 2001”, Amendment of Odisha District Police Ministerial Officers (Method of Recruitment and Conditions of Service) Rules, 1995, Amendment to the Odisha Public Service Commission(Conditions of Service) Regulations, 1952, Odisha Forest Service, Group-B (Recruitment and Conditions of Service) Rules, 2013, Proposal for amendment of Odisha government Land settlement Act, 1962 (Odisha Act 33 of 1962), Amendment of Section 3-B of the OGLS Act, Amendment of Sub-section (b-2) of section 2 of the OGLS Act, Amendment of Section 7-A (3) of the OGLS Act, Reorganisation of Blocks in Malkangiri District, and some major initiatives for the Health & Family Welfare Department, Excise Department, and AA-3 REVENUE & D.M. Department.
The cabinet recommended to form a new Odisha Transport Traffic Enforcement Cadre for the smooth functioning of traffic in state. There will be 52 squads in the cadre; as many as five policemen would be placed under each squad.
Under the provisions of Odisha Transport Engineering Service (Recruitment & Conditions of Service) Rules, 1981 and Odisha Subordinate Transport Engineering Service Rules, 1996, a candidate for the post of MVI and Jr.MVI should have possessed a Driving License to drive Heavy Vehicle / Heavy Passenger Motor Vehicle. Now the Driving Licenses are being issued only under the category of “Transport Vehicle” as per provisions of Central Motor Vehicle Act in which the words “Heavy Vehicle / Heavy Passenger Motor Vehicles” has been substituted by “Transport Vehicle”.
The cabinet discussed on as many as 17 topics. It agreed to amend the Odisha Government Land Settlement Act, 1962 empowering the state government to take back the government lease land, if the land is not used within 3 years.
In the series of decisions, the government made it mandatory to include the name of both father and mother in the birth certificate of their child. The government took another decision to merge all the 11 gram panchayats of Kudumuluguma block with Chitrakonda block in Malkangiri district for the development of the dense forest area and tribal community. Many political parties welcomed the decision, which meant for the upliftment of the people.
As per the amendments in the rules of Health & Family Welfare Department, the government decided to change the designation of “Inspector of Ayurveda” and “Inspector of Homeopathy” as “District Ayurveda Medical Officer” & “District Homeopathy Medical Officer” respectively.
Amendment of the Odisha District Police Ministerial Officers (Method of Recruitment and Conditions of Service) Rules, 1995 was necessary for giving promotional benefits to Group-D employees to the rank of Junior Clerk in the concerned District. Therefore, it was decided to give guarantee to NABARD for availing loan of Rs.40.00 crore by Odisha State Warehousing Corporation (OSWC) under ‘Rural Infrastructure Development Fund-XVIII (RIDF-XVIII). As per the rule, the OSWC will repay the loan availed from State Bank of India at higher rate of interest for construction of godowns under ‘PEG 2009 Scheme’ and invest the balance amount for the same purpose.
Under the Amendment to the Odisha Public Service Commission (Conditions of Service) Regulations, 1952, the Chairman and Members of Odisha Public Service Commission who will render their tenure for one and half years or more but less than two years, will be eligible for gratuity benefit.
Under the provision of Odisha Forest Service, Group-B (Recruitment and Conditions of Service) Rules, 2013, Group-‘B’ status was conferred to the Forest rangers in the scale of pay of Rs.6500-10500/- under ORSP Rules 1998 (Revised as P.B.-2 Rs.9300-34800/- with Grade Pay of Rs.4600/- under ORSP Rules, 2008) vide Government of Odisha, Forest & Environment Department Resolution No.16123/F & E, dtd.22.09.2008. There were no statutory recruitment rules for the cadre for which it has become expedient to frame a set of Rules to regulate the Recruitment and Conditions of service of the Forest rangers. The Government has also decided to reserve not more than half of the direct recruitment quota posts in the cadre for the Graduates in Forestry.
The cabinet resolved to provide land for AIIMS-Bhubaneswar at the premium of Re1 per decimal under Bhubaneswar Tahasil of Khurda District in favour of Ministry of Health & Family Welfare, Government of India.
