India would export diesel from Assam-based Numaligarh refinery to Bangladesh, Petroleum and Natural Gas Minister Dharmendra Pradhan said on Saturday.

“India will export diesel from Numaligarh Refinery in Assam to Parbatipur in north Bangladesh. First we will export diesel by train on experimental basis before connecting through pipelines,” said Pradhan after discussions on bilateral cooperation in the energy sector with Tawfiq-e-Elahi Chowdhury, energy adviser to the Bangladesh prime minister.

Eyeing the Bangladesh market in a big way for exporting petroleum products, he said a 200-km-long pipeline would be laid to export the products to the neighbouring country.

The minister said Chennai and Paradip ports of India would be interconnected with Chittagong and Mongla ports of Bangladesh for export of the petroleum products.

He said petroleum products can also be exported to Bangladesh from Paradip oil refinery scheduled to be inaugurated by Prime Minister Narendra Modi on Sunday.

“There is also preliminary discussion over to lay gas pipeline to Bangladesh from Odisha as LNG terminal is being set up here,” said Pradhan.

Informing that Bangladesh has allocated to oil blocks for oil exploration, he said there had been discussions on carrying out a preliminary survey soon and initiate drilling in the blocks after the rainy season.

With the commissioning of the Paradip refinery, Pradhan said that India would be once again in a position to export petroleum products to Bangladesh. In this regard, he expressed keenness of India in setting up of marketing infrastructure in Bangladesh.

He said the officials of oil corporations had recently visited Bangladesh to discuss various energy sector projects of mutual interest to both nations.

Chowdhury said both the countries discussed to fix a timeline over oil exportation from Numaligarh refinery and other emerging issues including laying gas pipeline from Dhamra in Odisha.

Renovated National Rail Museum was inaugurated and dedicated to the Nation on Tuesday by Minister of Railways Shri Suresh Prabhakar Prabhu in the august presence of the Minister of State for Railways Shri Manoj Sinha.

On this occasion National Rail Museum website, E-Book and a Mobile App were also launched. Also, a smart card system for museum ticketing has been launched on that day.

Speaking on the occasion, Minister of Railways Shri Suresh Prabhu said that the Museums are places of knowledge and learning and is meant for all categories of society like student professional and general public He suggested that they should be a small section in the museum which presents future challenges before the railway sector. He said that museum should revolve as laboratory of Ideas.

Shri Dharmendra Pradhan, Minister of State (IC), Petroleum & Natural Gas, in a meeting, informed that Oil PSUs will invest about Rs. 28,750 Crores for switching over to BS-VI auto fuels. Keeping in view the environmental impact, rising pollution levels and consequent health hazards due to vehicular pollution, Ministry of Petroleum & Natural Gas is of the view that the country should switch over directly from BS-IV to BS-VI fuel standards.

The meeting was also attended by Shri Nitin Gadkari, Hon’ble Minister for Road Transport & Highways, Shri Anant Geete, Hon’ble Minister for Heavy Industries & Public Enterprises, and Shri Prakash Javadekar, Hon’ble MoS(IC), Environment, Forests & Climate Change.

It was noted in the meeting that the BS-IV auto fuels have already been introduced in some parts of the country and will be introduced in the entire country by 01.04.2017. It was decided that the country will leap frog directly from BS-IV to BS-VI fuel standards which will be implemented in the country w.e.f., 01.04.2020.

To discuss details of fuel specifications and other relevant issues of BS-VI auto fuels, a group of concerned Secretaries will be formed which will give its report within two weeks.

Participants of first batch of interns trained in the Indian Systems of medicine at the AYUSH Wellness Clinic in the President’s Estate completed their course on Wednesday.

Certificates were presented to them by Secretary to the President Smt. Omita Paul at function held in Rashtrapati Bhavan.

In her address, Secretary to the President congratulated the participants on the successful completion of the training. She emphasized that hard work committed with an intention to serve the ailing will definitely have an impact in the society.

The three months internship training was conducted under a novel skill development programme, wherein a curriculum was formulated to train the participants in the streams of Ayurveda, Yoga, Unani, Siddha & Naturopathy. The participants were given 120 hours practical training and 60 hours theoretical.

The AYUSH Wellness Clinic was inaugurated on July 25, 2015 by Hon’ble President Shri Pranab Mukherjee to promote the Indian traditional systems of medicine. It is a unique project where all the Indian systems of medicine & homeopathy have come together under one roof.

Ministry of Steel and Mines made their contribution to the cause of serving the nation, like all other government departments and organizations. The two Ministries contributed to ‘Make in India’ by dedication of two modernized and expanded steel plants to the nation by the Prime Minister, setting up SRTMI and initiating Special Purpose Vehicles for Greenfield steel plants.

The Ministry amended the MMDR Act and introduced e-auctions. In mining sector, Pradhan Mantri Khanij Kshetr Kalyan Yojana was launched to give shape to Sabka Saath, Sabka Vikaas. The ministry took major steps towards devolution of more power and revenues to the states in mining sector.

India becomes 3rd largest steel producer in the world

India became the 3rd largest producer of steel in the world in Jan. 2015, leaving behind US as the 4th largest producer.

India bucks the global trend in steel production and consumption

India was the only country among the major steel producing nations of the world which recorded a positive trend in steel production and consumption in 2015. First 11 months of 2015, steel production vis a vis 2014, India showed a growth of 2.8 %, and world steel production registered decrease of 2.8 %. India’s steel production capacity has increased by 6 % in 2015. And consumption has increased by around 5 %.

PM dedicates two modernized steel plants to the nation

CPSEs under the Ministry of Steel completed modernization and expansion projects to enhance their crude steel capacity.  Hon’ble Prime Minister dedicated to the nation two such projects at SAIL’s Rourkela Steel Plant in Odisha and  IISCO Steel Plant at Burnpur, West Bengal. These two plants added a steel production capacity of nearly 5 million tonnes to the country.

Steel Research and Technology Mission of India (SRTMI) established

Steel Research and Technology Mission of India (SRTMI) was established to spearhead R&D activities of national importance in collaboration with steel industry with an initial corpus of Rs.200 crore.

2 MoUs signed for SPVs for Greenfield steel plants

In order to increase the domestic capacity of steel production, a concept of Special Purpose Vehicle (SPV) has been introduced. Two MOUs have already been signed by the states of Chhattisgarh and Jharkhand for setting up Greenfield steel plants with initial capacity of 3 million tonnes per annum (MTPA) each, to be later enhanced to 6 MTPA. More than Rs. 70000 crore will be invested for setting up of these steel plants.

Skill Development Initiatives

Ministry of Steel has entered into a strategic partnership through a MoU with Ministry of Skill Development and Entrepreneurship for facilitating skill development through CPSEs of the Ministry. SAIL, RINL & MOIL each signed MoUs with National Skill Development Corporation for skill development.

MMDR Act amended to bring transparency

MMDR Amendment Act, 2015 introduced transparent and competitive e-auctions.  This will enable to obtain an enhanced value of mineral resources. Around 35 mines/blocks have been notified for auction in the first phase.

Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) launched for inclusive development

PMKKKY was launched in September 2015, for the welfare of areas and people affected by mining related operations, This will be funded through contribution made to District Mineral Foundations (DMF).  Annual accrual to DMF by lease holders will be to the tune of about Rs. 6000 crore.

National Mineral Exploration Trust (NMET) established to enhance Mineral Exploration

NMET has been established in 2015 to promote exploration in the country. The government has also opened up the arena of exploration to other agencies.

Royalty revenues of states increase due to revision of royalty rates

Central Government has revised the rates of royalty for major minerals State Governments receive 100% of the royalty and thus are benefited through this increase in rates.

Devolution of greater powers to states as a measure of Cooperative Federalism

Central Government has notified 31 minerals as ‘minor’ minerals to delegate entire regulation for these minerals to States. This increased the number of minerals notified as ‘minor’ minerals from 24 to 55. Requirement of prior approval of central government has been done away with.

Mineral Sector revived due to various initiatives of the government

The Index of Mineral production for MCDR minerals (April -October 2015) increased to 114.1, which was 105.0 in the corresponding period of last year (CPLY), showing a  cumulative growth of  8.7 %.

Iron ore production, which was 23.36 MT in February, 2009, came down to 8.12 MT by September, 2014. With the amendments introduced in MMDR Act in March 2015, the sector has shown revival. The Monthly production of iron ore is now increasing. The production was 8.12 MT in September, 2014, 12.44 MT in March, 2015, 11.86 MT in July, 2015, 10.8 MT in September 2015 and 12.9 MT in October 2015. We are now again self-sufficient in iron ore.

The production of many other key minerals has also shown a positive growth in the period from April to October 2015 in comparison with last year on Y-o-Y basis. Some of them include Bauxite ( 24% ) , Chromite ( 13.8% ), Lead conc. (35.5% ), Zinc conc. (18.5% ) and Apatite and Phosphorite (104% ).

This was repeatedly emphasized by two Nobel laureates-Prof David Gross and Prof Serge Haroche, both Noble prize winners in Physics, as they delivered Nobel laureates talk at the 103rd Indian Science Congress in Mysore last evening.

They explained as to how fundamental research in quantum physics had lead to applications in the field of electronics, medicine, with further prospects for quantum computers in years to come. “Transistors did not come from entertainment companies. Nuclear technology was not discovered by oil companies with large budgets seeking alternate sources of energy, but by men like Einstein”, Prof David Gross pointed out. He emphasized that science should also be pursued for sheer curiosity and said that a nation which did not encourage its youth to pursue basic science would lose brilliant minds to other nations where they were encouraged.

Nobel Laurete David J Gross said that the Prime Minister Shri Narendra Modi’s Make in India slogan requires Invent in India for newer technologies, and for that you have to Discover in India.

Pointing out that for Make in India, its products will have to be competitive as there are already superior and cheaper goods being manufactured in Korea and other countries, he felt. Prof. Gross said that India has enormous potential and could do better by more investments in basic sciences and research and development.

The Nobel Laureate said that China has overtaken the US in the Gross Domestic Product (GDP) last year and India is projected to do so by 2045. “In 2000, both India and China invested 0.8 per cent of their GDP in science and research. By 2010, China’s investment had risen to close to two percent, while India’s was still at 0.8. Now, India has moved up to 0.9 while China’s investment is 2.8 per cent. Similarly, Brazil, another emerging economy invests over 2 per cent of GDP in science and research, South Korea 3.7. Most European countries too invest around 3.7 percent”, he said.

He felt that the Indian scientific and research apparatus was bureaucratic, rigid and ineffective and not up to standards of a country that would like to increase its investments. “Lots have to change in how you manage science. I understand politicians; they are not sure how the money allocated will be spent. It is up to you (scientific community) now to change how those funds will be used”, he asserted. Prof. Gross said that he would like to witness India progressing well in years to come.

Prof David Gross an American particle physicist and string theorist was awarded Nobel Prize in 2004 in Physics along with Frank Wilczekand and David Politzer, for their discovery of asymptotic freedom. Prof Serge Haroche is a French physicist who was awarded the 2012 Nobel Prize for Physics jointly with David J. Wineland for “ground-breaking experimental methods that enables measuring and manipulation of individual quantum systems”- a study of the particle of light, the photon. Prof Serge Haroche today delivered a lecture on the subject of “What is Light?”: A question which has shaped our vision of the world through centuries.

Four major States namely Uttar Pradesh , Bihar , Odisha and Maharashtra have agreed to join “UDAY” Ujwal Discom Assurance Yojana today. This was announced by Shri Piyush Goyal, Minister of State ( IC) for Power, Coal and New & Renewable Energy at a media briefing here today .

Shri Goyal said “ this is a very important day in the history of power sector in India where on one day, 4th Jan , four very large and important States have agreed to come on board and joined the UDAY Scheme.” Shri Goyal further stated that within 2 months of the announcement of UDAY Scheme , a total of 15 out of 29 States /UTs have voluntarily joined UDAY which covers 90 % of the total debt of Discoms. The fifteen States are Uttar Pradesh, Bihar , Odisha , Maharashtra , Andhra Pradesh, Himachal Pradesh, Madhya Pradesh, Uttarakhand, Chhattisgarh, Jammu & Kashmir , Jharkhand , Gujarat , Punjab, Haryana and Rajasthan .

ABOUT UDAY SCHEME:

The Scheme – UDAY (Ujwal Discom Assurance Yojana) has been launched to improve financial and operational efficiencies of power distribution companies (DISCOMs). It envisages to reduce interest burden, cost of power and AT&C losses. Consequently, DISCOM would become sustainable to supply adequate and reliable power enabling 24×7 power supply. The scheme provides that States would take over 75% debt of Discoms, as on 30th September, 2015 in two years.

UDAY has inbuilt incentives encouraging State Governments to voluntarily restructure their debts. These incentives include taking over of DISCOM debt by the States outside the fiscal deficit limits; reduction in the cost of power through various measures such as coal linkage rationalization, liberal coal swaps, coal price rationalization, correction in coal grade slippage, allocation of coal linkages at notified prices; priority/additional funding through schemes of MoP & MNRE; and, reduction in interest burden. UDAY is different from earlier restructuring schemes in several ways including flexibility of keeping debt taken over outside fiscal deficit limit, reduction in cost of power and a series of time bound interventions for improving operational efficiency. UDAY provides for measures that will reduce the cost of power generation, which would ultimately benefit consumers.
