Union Human Resources Development Minister Smriti Irani says what we need today is ‘Science for Everyday Women’. Inaugurating the 5th Women’s Science Congress at 103rd Indian Science Congress at University of Mysore on Monday, she said the most fundamental challenge today is to overcome unvocal prejudices against women. Commenting on prejudices we carry as a society she commented that, Science does not seem to be teaching us to overcome these prejudices even while it enriches our knowledge.

While mentioning women’s contribution in all spheres of life Mrs. Irani said, we easily recall names of the scientists who are men and very hardly do we remember any women’s contribution in the field of Science and Technology.

This calls for addressing the challenges at the school level, where she called upon teachers and academicians to enlighten our future generations about the contributions of Indian women in the field where she remarked that, it is very sad that women are at the crossroad where either they have to choose family or higher education.

She also referred to paucity of women teaching staff in the academia. Mentoring girls to be a part of India’s scientific journey will effectively address this challenge and urged the women’s science congress to ponder upon these and come up with suggestions.

Mrs. Irani pointed that ordinary saree clad Indian women were the faces behind our successful Mars Mission.

ISCA President Ashok Kumar Saxena recalled the contributions of women in all walks of life but remarked that we hardly see any women occupying high positions and voiced for women parity in all spheres.

Educations being a subject in the Concurrent List of the Constitution, majority of schools are under the purview of the State Governments and, therefore, it is for the respective State Government to take appropriate action in bringing improvement in the process of correcting the names written wrongly in the marksheets and certificates.

As far as schools affiliated to Central Board of School Education (CBSE) are concerned, the Examination Bye-Laws of CBSE allow correction in name to the extent of correction in spelling errors in the candidate’s name, surname, parents’ or guardian’s name to make it consistent with records of the schools in which the candidate studies.

Such correction is made within one year of the date of declaration of result provided the application to this effect is forwarded by the Head of the institution along with true copy each of the admission form filled by the parents at the time of admission, School Leaving Certificate of the previous school submitted by the parents at the time of admission and portion of the page of admission and withdrawal register indicating the details of the candidate, duly attested by the Head of the institution.

In order to regulate the process of declaration of Institutions as Deemed to be Universities, preventing institutions of dubious quality from being so declared, and further to maintain quality of higher education imparted by Deemed to be Universities, the University Grants Commission (UGC) has notified the UGC (Institutions Deemed to be Universities) Regulations, 2010 which were amended in the year 2014 and 2015.

As per Clause 7.0 of the UGC (Institutions Deemed to be Universities) Regulations, 2010, the Deemed to be Universities are required to maintain a minimum level of infrastructure facilities, have adequate number of academic programmes and should be financially viable.

To supervise their functioning and to ensure continuity of necessary infrastructural facilities at these Universities, UGC conducts review of every Deemed to be University, after a period of every five years, or even earlier if necessary, with the help of Expert Committees.

These institutions are then asked to submit compliance reports in respect of the deficiencies pointed out by the UGC Expert Committees.

Shri Katheria, the Chief Guest of the Occasion added that the Kendriya Vidyalayas while materializing the dreams of the Prime Minister Shri Modi have touched new heights in the field of Education. He further said that teachers are the ones who guide the students forward on the path of progress by becoming their role models. The country strides the path of development only with the help of its teachers and students.

Twenty one KV teachers, officers and staff who were recipients of National Awards -2014 were honoured on this occasion. One hundred and six teachers were given National Incentive Awards for their new, modern and innovative experiments in the field of education.

KVS Commissioner, Shri Santosh Mall while highlighting the achievements of Central Schools said that the credit goes to the students and teachers of KV for its present day glory and achievement. He added that KVS has come a long way from 20 KVs in 1963 to the present 1122 KVs in the country today. Today KVs are situated in every region across the country. More than 55000 teachers are imparting modern and value based education to its 12 lakh students.

Also present on the occasion were Secretary, Department of School Education and Literacy Shri S.C. Khuntia, Additional Secretary, Smt Rina Ray, Joint Secreatry, Smt Satbir Bedi and other senior officers of KVS.

He was addressing a seminar on “Empowering Northeast India” organised by “North Eastern Development Foundation”. H said to begin with, eight youths will be sent for training in Fashion Technology and Hospitality/Protocol courses.

Dr Jitendra Singh said, his main concern is the mass exodus of youth from Northeast who initially leave the region in search of quality high education and later take a job and settle in other parts of the country. If we have a provision for a streamlined sponsored training outside, he said, the youth will not only gain access to quality high education but would also have the option to go back to their native place and serve.

In the same vein, Dr Jitendra Singh said, he had recently also finalised an arrangement for cost-free training of young doctors from Northeast in some of the best medical institutes outside. To begin with, first group of selected physicians and surgeons will start a 6 month training course in Onco-Surgery and Onco-Medicine in Adyar Cancer Institute, Chennai from January 1, 2016, he added.

At the same time, he said, considering high prevalence of cancer in the region, he is also proposing for acceptance of Medical Council of India, exclusive seats in DM and Mch in Onco-Medicine and Onco-Surgery respectively at Adyar Cancer Institute.

Dr Jitendra Singh also disclosed that he was persuading the leaders of food industry to invest in Northeast which would not only enable production of original products with market across the borders but would also generate huge employment avenues for the youth.

He also informed that, with a view to carry forward “India’s Bamboo Mission”, an international conference is being planned in the first half of next year, which is expected to give boost to the bamboo industry and bamboo related vocational opportunities in Northeast.

Dr Jitendra Singh appealed to entrepreneurs, business leaders and representatives of consultancy agencies attending the conference to come forward to enter in an arrangement with the DoNER Ministry and thus contribute both professionally and financially to support the efforts to benefit the youth of the region.

Minister of State (Independent Charge) for AYUSH, Shri Shripad Yesso Naik in written reply in Rajya Sabhaon Tuesday said CBSE included Yoga as one of the 24 disciplines.

In his written reply the minister stated Yoga is an integral part of CBSE’s Physical Education and Sports activities and is being taught in its affiliated schools under Physical Education Curriculum at Senior Secondary level among its nearly 17000 affiliated schools spread across India and in nearly 27 countries.

To further promote Yoga among the youth & bring the talent to the fore, the Board has included Yoga as one of the 24 disciplines for competitions at National Level. The outstanding students are felicitated with CBSE Chacha Nehru Sports Award annually.

On the initiative of the Hon’ble Prime Minister of India, the United Nations General Assembly unanimously adopted 21st June as the International Day of Yoga (IDY). Consequently, all efforts were made by the Government of India to celebrate the IDY across the world. As an outcome, millions of enthusiastic people participated in the events successfully organised in 192 member countries of the United Nations to celebrate IDY.

Morarji Desai National Institute of Yoga & Naturopathy (MDNIY), New Delhi, an autonomous organisation under the Ministry of AYUSH conducts a number of Yoga education and training programmes to train the Yoga enthusiasts.

All government schools in the country having enrolment of girls have at least one toilet block for girls. All States and Union Territories excluding Jammu and Kashmir have been advised to ensure that all the schools in the respective State, including those under the non-Government sector (private, aided schools etc.) comply with the provision contained in Schedule to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 which states that every recognized school should have separate toilets for boys and girls.

Under Swachh Vidyalaya Initiative which aimed to provide separate toilet blocks for girls and boys in each school, 4,17,796 toilets were constructed in a period of one year from 15.8.2014 to 15.8.2015, thus ensuring that every single government school now has separate toilets for girls and boys.

Government of India financially supports States and Union Territories (UTs), for creation and improvement of infrastructural facilities in schools across the country including construction of toilets under the Sarva Shiksha Abhiyan (SSA) and the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programmes. The requirement of infrastructural facilities in schools are worked out every year by the respective State and Union Territory on incremental basis depending on their need and priority and this is reflected in their Annual Work Plan and Budget (AWP&B).

Under SSA, 4,99,946 girls toilets have been sanctioned to States and UTs since inception of the scheme in 2000-01 till September, 2015. Out of this, construction of 4,82,746 girls toilets in elementary schools have been reported by the States and UTs. Under RMSA, 33,334 girls toilets have been approved and constructed in secondary schools.

Rajasthan has reported problem of availability of water for toilets in some government schools situated in western Rajasthan due to non-availability of permanent water source within school premises. In such schools alternative arrangements have been made by putting small tanks or buckets in toilets for ensuring water availability.

SSA also assists States and UTs for providing drinking water facilities in elementary schools. This Ministry has sanctioned 2,38,973 drinking water facilities to States and UTs including 23,283 drinking water facilities to the State of Rajasthan. Apart from this, SSA supports convergence with schemes viz. National Rural Drinking Water Programme and Accelerated Rural Water Supply Programme of Ministry of Drinking Water and Sanitation and other relevant schemes of Central and State Governments, for ensuring availability of drinking water in schools.

The Government of India, has initiated extensive consultations to bring out a National Education Policy to meet the changing dynamics of the population’s requirement with regards to quality education, innovation and research, aiming to make India a knowledge superpower by equipping its students with the necessary skills and knowledge and to eliminate the shortage of manpower in science, technology, academics and industry.

Further, the University Grants Commission (UGC) has started three schemes namely Community Colleges, B.Voc Degree Programme and Deen Dayal Upadhyaya KAUSHAL Kendras so as to enhance employability of students and make them industry-ready. The objectives of these schemes are the following, namely: (i) to make higher education relevant to learner and community; (ii) to integrate relevant skills in to higher education system; (iii) to provide skill based education to students currently pursuing higher education but actually interested in entering the workforce at the earliest opportunity; and (iv) to provide employable and certifiable skills with necessary general education.

The UGC is also implementing the scheme ‘Career Oriented Courses’ to impart knowledge, skills and aptitude for gainful employment in wage sector in general and self employment in particular to candidates taking these courses so as to reduce the pressure on institutions of higher learning for Master Degree. These courses run parallel to the conventional B.A., B.Com and B.Sc. degree. The courses offered are in the form of Certificate / Diploma / Advance Diploma which students may opt parallel to their convention B.A / B.Com/ B.Sc. degrees.

Assessment and accreditation of quality of University and Colleges in the country is undertaken by National Assessment and Accreditation Council (NAAC) and National Board for Accreditation (NBA). The East Delhi Municipal Corporation has engaged Shriram Institute (SRI) / FICCI for testing of food samples to ensure the quality of food supplied under Mid Day Meal Scheme. Out of 208 samples checked by SRI / FICCI, 127 samples have been passed by the aforesaid institute. The remaining 81 samples have not fulfilled the prescribed levels of protein / calories.

In Delhi, the mid day meals are supplied in all 3077 schools through centralized kitchens run by NGOs and payment is made to the NGOs by the Government of NCT Delhi.

The Government of India has issued updated guidelines on quality, safety and hygiene on school level kitchens to all the States / UTs on 13th February, 2015. These guidelines, inter alia, provide for instructions to schools to procure Agmark quality and branded items for preparation of mid day meals, tasting of meals by 2-3 adults members including at least one teacher before serving to children and to put in place a system of testing of food samples by accredited laboratories. Further, the MDM Rules 2015 provide for mandatory testing of food samples on a monthly basis by Government recognized laboratories to ensure that the meals meet with nutritional standards and quality. In addition, an expert committee has been constituted to analyse the adequacy of the present nutrient content of meal, suggest optimal nutrient mix meal and assess nutrient adequacy of varying menus.

The Millennium Development Goals (MDGs) Report, 2015 points out that India has witnessed significant progress towards meeting the MDGs, with some targets having been met ahead of the 2015 deadline. It says that India has made significant progress in universalizing primary education, and is moderately on track to achieve this Millennium Development Goal. Enrollment and completion rates of girls in primary school have improved and are catching up with those of boys, as are elementary completion rates. It also addresses the issue of large number of children remaining out of school and failing to complete primary education, particularly in the case of girls, children in rural areas and those belonging to minority communities.

The survey commissioned by the Ministry of Human Resource Development (MHRD) through an independent agency in 2014 reported an overall decline in the number of out of school children in the age group of 6 to13 years in the country. While there were 134.59 lakh out of school children in 2006, it decreased to 81.50 lakh in 2009 and the number further reduced to 60.64 lakh children in 2014 in the same age group. The latest figure accounts for 2.97 percent of the total children in the said age group.

Census 2011 showed that about 32 million children aged between 6 to 13 years have never attended any educational institution, even though government estimates of out of school children show substantial lower number. This variance may be due to different criteria for identifying out of school children and the nature of data used for research study.
