BDA signs MoU with Ahmedabad Municipal Corporation

Bhubaneswar: The Bhubaneswar Development Authority (BDA) and Ahmedabad Municipal Corporation signed a MoU on implementation of town planning scheme at the 3rd floor Conference Hall in presence of Minister Agriculture, Fisheries & ARD, H&UD Sri Debiprasad Mishra yesterday.

The MoU was signed between Planning Member, BDA Dr. Pitabasa Sahoo and Dy. Town Town Development Officer Sri Vatsal Patel, Ahmedabad Municipal Corporation. Chief Secretary Sri Jugal Kishore Mohapatra, Development Commissioner-Cum-ACS Sri I Srinivash, Commissioner, Ahmedabad Municipal Corporation Sri Guru Prasad Mohapatra, Vice Chairman, BDA Sri Bishal Dev and other dignitaries were present. As a pilot project 1200 acres of land from Mz: Madanpur and Jagsara will be taken up for T.P. Scheme.

The prime objective of Development Authorities is planned development of urban expansion leading to organized growth. It involves compulsory acquisition of peripheral private land. The process so far is difficult, time consuming and often leading to litigations. Some states, particularly, Gujarat, have shown the way out of the acquisition process by adopting Town Planning Schemes.

BDA takes up planned development through Comprehensive Development Plan and Zonal Development Plans. In order to regulate development and use of land different schemes are prepared. So far schemes are mostly implemented over Govt. land or acquired private land .The difficulty in land acquisition process can be overcome through Public participation of land owners.

In a market framework distribution of cost and sharing of benefits can be made and planned neighborhoods can be ensured legally through Town Planning(TP) Schemes. Ahmedabad is the leader in implementation of highest number of TP Schemes for decades. Their rich experience and intend to share this, can adopt for planned development of our city.

TP Scheme is legally prepared by a public agency over an area notifying land owners for reconstitution of plots with provision of developed land; appropriate land for city & neighborhood infrastructure, where portion of the land is contributed for roads and public infrastructure and the owner gets part of the area in developed condition.
It is profoundly a pragmatic approach as Property rights are respected; costs are distributed among owners proportionate to land; benefits are shared; portion of increment in land value given to owners and developed land. In this way Planning orient to land market, where Public participation is ensured through consultative meetings and sharing of reconstituted land.

Section 22 – 71 of ODA Act, 1982 have detail provisions on Town Planning Scheme .It’s implementation with experience and co-operation of Ahmedabad Municipal Corporation will benefit BDA in achieving the objectives of planned development. The MoU is an initiative in this direction.
