Odisha Cabinet Approves ‘Land Bank for Hospitality Infrastructure’ to Boost Tourism Development

TNI Bureau: The Odisha Cabinet approved the ambitious ‘Land Bank for Hospitality Infrastructure’ scheme to create a pool of investment-ready land for the development of world-class tourism infrastructure across the state.

The initiative aims to address one of the biggest challenges faced by tourism investors—the lack of contiguous, encroachment-free and infrastructure-ready land parcels. Under the scheme, the Tourism Department will establish a dedicated Tourism Land Bank by identifying and developing around 5,500 acres of government and private land at key tourism destinations across Odisha.

The identified locations include Chilika, Konark, Puri (Shamuka), Dhauli, Hirakud, Satkosia, Tampara, Bhitarkanika, Daringbadi, Deomali, Buddhist Circuit, Jiranga, Talsari and Haripur, with more destinations likely to be added based on tourism potential and development needs.

The scheme will be implemented over five years, from FY 2026-27 to FY 2030-31, with an annual outlay of ₹300 crore and a total estimated investment of ₹1,500 crore.

According to the government, the Tourism Land Bank will facilitate destination-level master planning and provide investors with ready-to-use land, reducing project gestation periods and improving ease of doing business. The initiative is expected to attract investments in hotels, resorts, convention centres, eco-tourism projects, wellness retreats, recreational facilities and other tourism-related infrastructure.

The government believes the scheme will promote balanced regional development, create employment opportunities, strengthen local economies and support the growth of emerging tourism destinations across Odisha. The Tourism Department will act as the nodal agency for implementation in coordination with other concerned departments and agencies.

With this initiative, the state aims to attract greater private investment, enhance tourism infrastructure, increase tourist footfall and position Odisha as one of Asia’s premier tourism destinations.
