TNI Bureau: Odisha Chief Secretary Anu Garg on Monday directed all departments to effectively implement the 15-point action agenda laid down by Chief Minister Mohan Charan Majhi to make governance more efficient, accountable and people-centric. The directions were issued during a secretary-level meeting held at Lok Seva Bhavan.
Emphasising administrative reforms, the Chief Secretary stressed the preparation of an annual training calendar for government employees under the Mission Karmayogi programme. She also underlined the need to maintain quality standards in district- and state-level projects, ensure faster implementation through project-wise monitoring, and regularly review budgeted expenditure and outcomes.
Special focus was laid on accelerating capital expenditure in key sectors such as infrastructure, industry, ports, roads, bridges, drinking water, irrigation, energy and urban development to support the state’s long-term growth. For rural development, Garg highlighted the Mission ‘Power’ programme to ensure electricity supply, piped drinking water and all-weather roads in every village.
The meeting also decided that public grievances must be resolved within 10 days. The Chief Secretary instructed that all government work be carried out in Odia and that important government meetings, including presentations and official records, be prepared in the Odia language. All government websites are to be developed in Odia and kept updated regularly.
She further directed secretaries and senior officers to upload details of their district visits on the monitoring portal and ensure proper follow-up on issues raised. Reviewing the state’s financial performance, Garg asked departments to increase budget utilisation and enhance revenue collection over the next three months.
Discussions were also held on national-level priorities, including the development of anganwadi centres as centres of happiness. With International Women’s Day scheduled on March 8, emphasis was placed on ensuring toilet facilities and proper maintenance in all anganwadi centres by then.
The Chief Secretary instructed departments to align their priorities with national objectives and frame strategies to enhance Odisha’s contribution to value-added agricultural production at the national and global levels. Additional Chief Secretaries, Principal Secretaries and Secretaries of all departments were present at the meeting.
